WhyDidBetterPlaceFail?:Rangeanxiety,interpretive flexibility,and electric vehiclepromotioninDenmarkandIsrael
With almost$1billioninfunding,BetterPlacewaspoisedtobecomeoneofthemostinnovativecom-
panies intheelectricmobilitymarket.ThesystemBetterPlaceproposedhadtwonovelprongs; first, to
reduce thecostofbatteries,andsecond,toreducerangeanxiety,publicinfrastructureconcerns,andlong
charging times.Yet,despitethisseeminglystrongcombination,BetterPlacefailedtomakeanyprogress
in DenmarkandIsrael,the first twomarketsitoperatedin,andsubsequentlydeclaredbankruptcy,
selling offitscollectiveassetsforlessthan$500,000.Drawingfromscienceandtechnologystudiesand
the notionof “interpretive flexibility,” this paperpositsseveralreasonstoexplainthefailureofBetter
Place, includingthatDenmarkisnotas “green” as itseemsnoristheIsraelimarketasattractiveas
believed, andthatBetterPlace'ssolutiontochargingtimeandrangeanxietyresolvedapsychological,not
a functional,barrierofthegeneralpublictoadoptelectricvehicles.Beforeinvestigatingthesetwo
reasons, thepaperpresentsashorthistoryofBetterPlaceandexploresthecontoursofitsoperationsin
Denmark andIsrael.ItthendiscusseswhyBetterPlace “failed” across bothcountriesbeforeconcluding
with implicationsforenergyplanning,policy,andanalysis.
